State and Local Programs

There are a number of excellent state and local trade assistance programs in our region to help you develop export sales.


The Governor’s Office of Business and Economic Development (GO-Biz) serves as the State of California’s leader for job growth, economic development and business assistance efforts. GO-Biz provides export assistance via the California State Trade Expansion Program (STEP). TheIndividual Company Export Promotion (ICEP) program is a sub-program of California STEP to reimburse eligible California small businesses up to $5,000 USD for eligible export promotion related expenses.

The Center for International Trade Development (CITD) boasts a proven track record, having coordinated more than 175 agricultural trade missions on behalf of the Western United States Agricultural Trade Association, the USDA Foreign Agricultural Services and California Governor’s Office. Contributing to global trade missions, CITD has trained more than 6,500 companies to promote California food and agricultural products in foreign markets.

The Central California Small Business Development Center regional network provides expert consulting, training, market research, access to capital and other tools at low to no cost assistance. They can help whether you want to launch, grow, transition or innovate or internationalize your business,

The Water, Energy and Technology (WET) Center helps ventures grow healthy businesses starting from innovative ideas to commercially-viable products and services both locally and internationally. Since 2007, we have supported water, energy and agricultural technology entrepreneurs through programs and services developed by our experienced team, with the assistance of a diverse network of industry and academic professionals.

The San Joaquin Valley Manufacturing Alliance (SJVMA) is an organization of the Valley’s manufacturing leaders advancing their industry and creating a world-class workforce at the local level. SJVMA aims to strengthen regional manufacturing through training programs, and its annual Valley Made” Manufacturing Summit. Through these initiatives, the SJVMA enhances the region’s competitiveness in the global market.
